The new Kage [Houjin, or Invite Only]

Marquetta's office was a mess: well, it was normally a mess but the amount of scorch marks and burned chairs, tables, and papers had increased drastically over the past week. While this could have normally been blamed on Marquetta and her horrible temper, this time around it wasn't her fault: it was Smokey's fault. Smokey was the week old dragon that Marquetta had 'rescued' in a way. Nearly two weeks ago she had been wandering through the market, double checking on some things and just enjoying some time out of her stuffy office, when through her earth sensing ability she had spotted some illegal trading going down. The object in question? An egg shaped item that was glowing red that was being handled with what looked to be cheaply made fire proof gloves; gloves that were not doing a damn thing to protect the handlers against the extensively high temperatures that the egg was producing. Several of the men had already been burned, and with the way things had been looking more were about to be. So, Marquetta being Marquetta she had gone to investigate, had broken some shit, and had ended up with an egg that had hatched a week later into the dragon that was currently setting fire to her office drapes... for the second time that day.

Marquetta, upon smelling the familiar scent of burnt fabric, glanced backwards in time to catch sight of Smokey sneezing once more as she wandered around along the ground and shooting enough hot sparks from her nose to star the beginning of what would be a raging inferno if Marquetta didn't get the burning drapes under control. While most would have likely been at least a little frustrated in this position, Marquetta simply chuckled and shook her head again as she pushed the paperwork she had been working on back and stood up from her desk. She took a lazy moment to stretch skyward, trying to get some feeling back into her very numb butt cheeks, and then turned around and quickly patted out the small flames with her bare hands: it wasn't like the mild temperature fire could actually harm her after all.

She then scooped up the tiny dragon gently before Smokey could cause anymore fires to spread, and cradled the small thing to her chest. Smokey cooed much like a human baby would and curled right up to her: the dragon seemed to love Marquetta's naturally high running body temperature – or perhaps it was because Smokey saw Marquetta as her 'mother' of sorts. Either way, Marquetta was much too fond of the little dragon to care, nor mind the destruction she usually caused. ”Why don't you take a nap, Smokey, and I'll finish up this paperwork before you light it too on fire....'Cause as much as I'd love to join you in that, it really needs done, and I really don't want to have to do it again...”, she said softly to the dragon as she settled back down in her chair.

Once she was settled Smokey wandered up to her usual perch; curled up on her shoulders and around her neck. The dragon blinked sleepily at Marquetta and then simply closed her eyes and laid down her head. Taking that as a sign of compliance Marquetta picked up her pen once more and made quick work on signing the document in front of her after a quick read through. With that one signed she pushed it into the done pile and pulled the next one towards herself... with any luck she'd have this paperwork done in time to actually take a lunch outside of her office: she needed it, she was beginning to feel like a prisoner. Hell, most prisoners got more 'yard time' then Marquetta did these days.

”God, I miss the fucking sun... I miss the heat...”, she mumbled to herself as she stared at the words of the document in front of her without being able to make even a sliver of sense out of it: she was definitely brain fried and in need of a break.

"Come disappear with me, then." He'd slipped into the room while she wasn't paying attention; she might be better at sensing things than he was; but he was better at sneaking overall. He'd been well on his way to being a master thief not that long ago, so he was a master at appearing and disappearing at random without being caught; and given how Jun Chi naturally just trusted and didn't sense danger from other Jun Chi, and they where not only clan mates, but siblings... well, he was great at sneaking up on her.

Him being in the room cause the ambient temperature to rise even higher than it was, which meant it was now dangerously close to hot enough for things to start spontaneously combusting. Two Jun Chi and a small fire dragon? Yeah, it was something like 500° in the room now. That was getting pretty warm for everything but them; as all three of them where completely fire proof. "Paperwork or no, you know you need a break, and a dragon needs sunlight to stay healthy. They might nest in caves and the like, but young fire beasts need the sun. Trust me."

Sneaky brother was sneaky. Thankfully, Marquetta had long ago honed her responses so that she didn't jump in a startled-like fashion like a normal person would have when suddenly finding themselves not alone. She glanced over to her brother and grinned a bit; the idea of just ditching the rest of the work and taking the day off was more then appealing; the idea of having some fun with her brother who also happened to be her favorite person in the world? Well, it was a no brain-er. Plus, it would be in Smokey's best interest health wise, so that too was a thing.

She dropped the pen before her latest signature could even dry fully and all but shoved the paper into the stack of completed ones. The rest of the pile could definitely wait for tomorrow: the most important items she had handled first, as was her style, after all.

By this point Smokey was already lifting her head; the change in the temperature of the room easily catching her attention enough for her to respond. The baby dragon yawned once and then stood up and stretched from her perched position before wandering closer to Houjin: she was fond of him, a good thing considering she didn't like most people in general, and rather enjoyed seeking attention from him when given the chance.

”Alright, let's go... before someone appears and tries to chain me to my desk. Or before the room spontaneously combusts.” It hadn't escaped her notice after all how hot the room had gotten all of a sudden; it was bad enough with just herself and Smokey, but another Jun Chi? They'd likely end up accidentally causing damage to more than just one room. Soon enough the building would be fireproofed, but it was a process that involved convincing a lot of old people it was in the best interest of everyone to 'waste' the money on it, and that itself took time. Until then? They needed to play it a bit safe; even if it wasn't either of their preferred style.

”So, where do you want to go?”, she'd ask curiously, wondering if her brother had something already planned out, or if they were just winging it. Either way, it was damn sure to be a far better time then sitting in the office doing work.

"Nah, they can't chain you to anything. No one's gotten smart enough to use anything but metal cuffs, and no metal can hold a Jun Chi. It's how I used to get away from the civilian cops all the time; they never once thought to use anything but the standard issue ninja cuffs. Solid iron; hard for anything but  a Taijutsu user to break easily, but it's simple to soften into putty."

He reached down toward the little dragon, offering a hand to her to either nuzzle against if she wanted some affectionate petting, or a way to crawl up his arm if she wanted a ride on his shoulder. If she decided on the latter, she'd end up drawing out his own pet Jeice; who was currently being anti-social and hiding underneath the scarf he had taken to wearing around his neck all the time; it was bulky and covered a good bit of his upper chest and if he ducked his head a bit it acted as a mask for his mouth and nose, and it was extremely loosely wrapped so that Jeice could nestle inside of it comfortably, giving him a place to nap and hide from annoying humans.

"Dunno, don't really care. Take a walk, get a drink, sunbath somewhere, anything."

Marquetta thought about Houjin's logic and nodded a bit with a grin: he was right. No amount of metal chain could hold her, she'd simply melt it to liquid and go on about her day after all. Plus; she highly doubted anyone would have the strength to actually hold her down long enough to chain her, but that was a different story entirely.

Smokey nuzzled against his hand affectionately, and then proceeded to walk up his arm. She paused on his shoulder, looking to the scarf around his neck. The dragon edged closer, curious more then anything.

Marquetta watched her little dragon for a moment, grinning. ”Well, at least I don't have to worry about her sneezing you on; not like it'd hurt.” She then nodded her head towards the window and headed out of it and onto the large ledge outside: if she went through her office doors she'd only have more work thrust upon her after all. Once outside she glanced about; she wanted a nice potent drink, but didn't think that taking Smokey into a bar was a good idea – given the amount of damage done to her office with it as reinforced as it was she highly doubted a bar would stand any chance at all. ”Kind of want a good stiff drink; but I'm pretty sure Smokey would burn any bar we went to in the market down...”

"No worries, I've got plenty of stuff at home; pretty sure most of it is over 90 proof at that. I don't half ass my personal collection." Oh, he had some pretty 'normal' bottles on display; but he also had a large staff of hidden gems that he only brought out for himself, or the few people he cared enough about to share with.

When the little dragon reached his shoulder, Jeice began to stir under his scarf, giving her something to watch as he woke up and began attempting to be social; he liked Mar after all, and would give any friend of her's a fair shot at being a friend too. It helped that overall salamanders and dragons came from similar base stock; long ago they'd been one race, and even after splitting had been on good enough terms. At least, until the bullshit a couple of dozen generations ago when the dragons went stupid and fucked over a bunch of their allies; but that was long ago. This little one had nothing to do with that, so there was no bad blood yet.

"Shall we, sister?" He waited a moment for her to start moving, as well as for Smokey to climb down if she didn't want to ride on him, he made his way to the 'hidden' door that was only supposed to be used in cases of emergencies, but that made for quick escapes for anyone that could get through without triggering alarms. Namely, well; them, since they'd long ago mastered getting into places they shouldn't. Said alarm triggering door lead into the special service and emergency tunnels that wove through the village; and so long as they got out of tunnels before hitting any of the various traps, alarm triggers, or the rare personnel that worked in them, they'd be home free.

Smokey remained perched on Houjin's shoulder, far too interested by Jeice to care about returning to her usual spot on Marquetta's shoulder. The dragon edged closer, all full of bubbly happiness and curiosity only someone as young as her could have.

Marquetta glanced at Smokey, chuckled once, and then followed after Houjin. ”Well, that's good... considering Smokey sort of ruined my personal stash.” It had been rather funny at the time; an accident caused by a too hyper dragon attempting things she was still a bit too young for. Of course, Marquetta wasn't angry: she would have been had it been anyone else, but Smokey was in her eyes nothing more than child and accidents happened.

Marquetta glanced around as they went; she loved these tunnels and secret passages. She doubted even the previous kage knew of all of the little ways in and out various buildings and complexes. There was a giant maze at their fingertips, and she was pretty sure only herself and Houjin knew the majority of it even existed. Some of the tunnels always looked long since abandoned after all; and even the newer ones peopled often got accidentally lost in.

That was less than surprising, dragon chicks tended to be fairly rambunctious for a long time as they grew up; at least until they learned to fly and how to use their natural abilities. It gave them a proper outlet for their bubbling energy, something that they didn't have outside of always being in motion otherwise. Once they grew up, things evened out; but babies where hyper. You get used to it, eventually. "Likely doesn't help that dragon 's have sharp noses, and booze is horribly bitter smelling to a hatchling."

He reached up to his scarf, tugging it gently so that Jeice could stick his head up and stare at Smokey; he was curious in his own way, but salamanders could be hard to read, what with the permanent smile, solid black eyes, and odd ways they move. The cloud - like growth of gills growing from his neck where moving like they where swaying in a gentle river current, something Jeice was doing himself, a personal quirk showing he was both happy and interested in the world around him.

"I've got plenty for both of us, I just restocked last week. I've got fresh coal and charcoal for Jeice, Smokey is welcome to it if he's interested. "

”Smokey did seem to really regret breaking the bottles afterward... that'd definitely explain it.”, she commented in regards to the way the booze likely smelled to Smokey.

Smokey, who normally had trouble focusing on anything for a long period of time was still surprisingly staring at Jeice. The little dragon moved closer, curiosity driving Smokey forward. The dragon opened her mouth in an attempt to make some sort of happy sound of communication but all that came out was a little squeak sound which caused Smokey to blink and try again to only end up with the same outcome.

Marquetta simply glanced at Smokey and chuckled as she followed Houjin; the dragon was too adorable for words, but Mar knew that one day that wouldn't be the case: one day Smokey was going to be a large and terrifying beast capable of destroying anything and everything in her path... The thought kind of made Mar prematurely proud.

”Excellent.. “, she said in response to Houjin saying he had just restocked: at least she wouldn't have to worry about how much she drank – and she definitely needed to unwind after all of the work she had been doing recently. Smokey simply turned her head to look at Marquetta and sneezed which only caused Marquetta to chuckle.

They made their way through the tunnels quick enough; it wasn't far from where they'd come in to where they needed to exit; and thankfully there wasn't any activity in this part of the tunnels today. Once they where outside and back in the normal parts of the city, they where able to make good time home; it was easy enough to hide in the shadows if you knew what to do. He was silent until they reached the house, ducking in the door and making sure it was bolted behind them. No unwanted visitors this day, nope.

He made a bee line for the couch; setting Jeice and Smokey down on the small cushion that sat on the little coffee table so that they could sprawl or play or whatever they wanted to do. There was a carafe of whiskey on the table as well, but the cabinet full of bottles of everything under the sun was open and waiting to be abused. "Help yourself, sister.~" He was already pouring himself a few fingers of the whiskey, and settling in to get nice and comfortable. Ah, lazy days.

A bottle of something good and strong was grabbed before she promptly made herself comfortable. She didn't bother with shot glasses nor cups; straight from the bottle was her style as it always had been.

Mar threw a glance towards Smokey who was curling herself up on the little cushion; quite content to just relax next to Jeice if he was willing to stay and keep her company. Mar figured Smokey was right on schedule for a well deserved nap and sure enough Smokey opened her mouth and yawned – devoid of sparks for once – before closing her eyes.

Focusing her attention back onto the liquor in her hand she popped it open and then took a deep gulp of the stuff; enjoying the burn that filled her throat. She knew it would take a lot to get her drunk – her naturally high body heat burned off the alcohol fairly quickly – but she was already relaxing thanks to being out of her office and well away from anyone who would dare bother her: there were specific rules those she worked with knew to follow – such as not bothering her when she either home or with her brother unless the village was melting or something similar. ”Much, much better...”

He downed his first two fingers of whiskey like a shot and poured himself more to nurse and enjoy, he tended to pound back most booze, but when it was something he liked he'd nurse and enjoy it early on, until he was drunk enough not to care anymore. That took a bit, bit he didn't mind; he'd keep his high tolerance and need to constantly keep embibbing to stay buzzed because it meant he was never hungover and that was a glorious ability. "Agreed. Sometimes I miss when we had no cares past which bar to raid and where the next score was. Still, being able to tell people to fuck of is nice."

Marquetta couldn't help but to nod in agreement before taking another huge swig from the bottle of alcohol in her hand. She too missed the days where she could sleep past noon because she had spent all night in a bar getting drunk and likely handing some poor bastard his own ass when he tried to hit on her. Or, better yet, the days spent doing basically whatever she wanted alongside her brother: making money any way they wished and going where they pleased. Those days were... the best. Those days were also over, mostly.

”Meh... honestly, sometimes I think about passing the hat on to someone else just so we can go back to the fun times. But, the idea of giving it to someone who couldn't best me in a fight bugs the hell out of me; it makes me feel they're not worth it.”

She grinned then a bit, taking another swig and swallowing before adding on, "Besides, it does have its perks.."

"Yeah, I can understand that logic. As much as I enjoy dicking around and messing with people, I don't want to see the city suffer just 'cause some weak ass beaurocrat took over and couldn't handle the hat. It is nice to laugh at the civilian cops when they can't touch me since I'm your brother and stupidly high ranked."
He did seriously miss his days as a minor thief and major headache, but sadly, you couldn't continue like that forever without cranking up to major crimes or going rouge, and so far he lacked a reason for either. He made better money running legit, and had no reasons to bail unless Mar did. Another swig of whiskey and he was starting to feel the hint ofa buzz; it was 120 proof after all. Even with how fast he processed alcohol, this was strong enough to get him good and wonky.

Marquetta chuckled suddenly before taking another gulp of the alcohol; her head was feeling a bit light which meant she was well on her way to beginning to feel the effects of the drink: not that that was going to cause her to slow down by any means. ”Honestly, I think that's why some of the council members don't like me. I made it pretty clear I wasn't stepping down no matter how much they bitched. I, in a not to subtle kind of way, basically told them today that if they wanted me gone they'd have to remove me by force. I think it's because I cut some of their budget down; but I think it's a waste to spend all this money on them having a private swimming retreat while the orphanage needs repaired and crap like that...”

She then grinned a bit more. ”I also enjoy the fact that I can cause little 'accidents' and not be yelled at for it. No one has the balls to tell the kage herself to cut the shit – cept you, and you'd likely be involved in the little accident....” Another swig of alcohol and she was settling more comfortably into the couch; quite content and happy for the moment.

"They don't even need a budget. Those fuckers have more money in the bank then most of the 'rich' clans combined; so it's not like they need it. They're just too snooty to use their own." He took a log draw off the whiskey bottle to clear the sour taste the thought of those rich asshole bitching about money left in his mouth; draining enough to actually belch some flames when he was done. Weeeeeee.~

"Shit man, I could burn the orphanage down and rebuild it myself and it'd be in better shape than the fuckers are letting it sit at. Meh. They'll die off soon enough; thank fuck."

Hnnn, the idea of causing some 'trouble' was sounding better and better now that he was getting good and buzzed. Man, some old school market raids, some bar brawls... yeah. Good times.

"I dunno why they wanna try to replace you. Their only option is me, really; and that's just... stupid. Seriously; they think they can't control you? Shiiiiiiiit, they got nothing on me. I'd burn them to the ground; I just cannot handle being told to do shit like you can."

”It's tempting, it's very tempting to just knock them upside their heads. They want to replace me because I've been making some changes. Some of the council is okay with it; they're open minded and so long as what I'm doing helps the village they're cool with it. But others... they're so worried about their own asses that they don't care about the village. I'm... working slowly... on getting rid of those guys and keeping the ones who are okay with change. It's a process though...”

Another giant gulp of alcohol as the thought of those old council bastards had her wanting to just ignite their money and burn it to ash – give them a taste of living the less then luxurious life. It would be nothing that they didn't deserve. ”You know... that's not a half bad idea. Really. I'm not worried about getting my hands dirty, and we could build a hell of a better structure then the one they have. Plus, it'd be better, stronger, than anything they could build them. The kids would love it too...”

Marquetta's mind, though well on its way to being buzzed, was already formulating blueprints. It would be nothing at all for the two of them to build an entire building by hand; fire and earth went well together in making a structure that could withstand anything and everything that could be thrown at it.

"Make them a nice mansion of opaque glass; plenty cool if we make sure it's cloudy enough; add in the right minerals... yeah, we could do that. Send them on a field trip; funded by us of course; build up a new compound over the course of a few hours; have the furniture and such pre-ordered and ready to move in once the building has cooled and settled. Yeah, we can do this. Wouldn't cost more than... what; a week's pay? If that? I have that laying around in my change bowl in the kitchen. Get them some nice beds; there's that new merchant that sells the bunk beds and such; get plenty of storage for their stuff. I know a few tailors that would 'donate' their leftover stocks from last year if we make a big fuss over it. Advertising, yanno."

This was getting more and more to the point of happening the more they both thought it over. They could easily make the structure out of stone and glass; it'd never get overly warm, nor particularly cold; they'd save a metric fuckton on lightning cause opaque glass would let the rooms be bright and sunny without getting hot; and the glass and stone would keep them cool. Dig them a direct well to the aquifer, so they won't have to worry about getting water from one of the local wells or something.

He reached over the desk and grabbed for some blank paper and a pen; scribbling a bunch of stuff on it before flicking said pen at the wall to summon an aide. It was instructions for the bank; he was going to pull out enough fund to keep the place going with plenty left for... a year; on top of what they'd need to get the place rebuild and furnished. Weeeeeee.~

The door opened and before the aide could say anything, Houjin was shoving the paper into his hand, "No talky. Bank. Now. Fast. Go." Which to his credit, the aide did do; so he let him go without lighting his hair on fire or something.

"So, that's started."

”....”

Well, that had escalated quickly, and she was certainly glad she had. Houjin's idea was spot on and perfect: and she knew that the children would love it. They'd probably think they were in a little castle of glass, and why the hell not make it look like one? ”Oh yes, that'd be excellent. We could send them to the museum and I could rent out that huge hotel with the big pool and slide for the day: few hours of learning followed by many more hours of fun.” That would definitely appease both the orphanage owners and her own sense of self – Marquetta loved to have fun but she also understood the need for learning. It'd kill two birds with one stone while keeping everyone well away so that her and Houjin could work their magic.

The orphanage would end up being self sufficient in a big way too: not only would be look awesome and the children would love it, but it'd make running things there for the owners and caretakers a lot smoother. Yup, definitely an excellent idea and something that they should get started on right away.

Speaking of which, Houjin was summoning his aide and handing him a slip of paper, telling him to go to the bank before the aide could even ask. To the aide's credit he didn't screw around, which likely saved him from getting himself lit on fire for motivational purposes. ”This'll be fun; and a good way to blow off steam in a way that can't have people bitching.”

"Oh, you know plenty will. Any time anyone does anything someone bitches; even if it saves everyone money and time. I can get my hands on some seeder light crystals; charge them up and they won't even need to pay for lights once the crystals have done their work. Not like they're expensive; not to us anyway; and we get get them for 'official' uses. Not entirely a lie, either."

He grabbed for a map of the district that the orphanage was in and spread it across the table; reaching for a marker and getting to work. He outlined the property they had to work with, and starting pointing to places, "This is the best spot for the well, the aquifer is high right here, so we won't have to run pipes. I can make some obsidian out of the sand we'd be moving, so it'll save us time and money. This would be a good spot for the outside areas; plant them an oasis garden that's self-sustaining and provides them with shade and fruits. There's plenty of space if we build a bit higher. Why this place is only one story I still cannot fathom; it's in the middle of an area with plenty of high walls that will protect it from sandstorms, so building low was just a waste. Make it... three stories, with a basement and sub-basement for cold storage and a second well. That's easily three times the living space, twice the storage space, and a way to store perishables so they can save on food budgets."

Marquetta couldn't help but nod: it was very true. No matter what they tried to do, no matter who they tried to help, someone somewhere was going to complain. Nine out of ten times it'd be the elder council because the old bastards could think of no one past themselves. If it didn't benefit them then they weren't interested. Of course, they didn't think of things in the long term: a healthy child meant someone who could potentially be enrolled into the academy, which meant more shinobi to protect the village.

"The light crystals would definitely be a nice touch.", she agreed.

When he pulled out a map for the district she looked at it curiously. "I was wondering that myself; I never understood why they kept it one floor when they're plenty protected to build upwards. Guess the old builders didn't want to bother with it. And the kids will love the garden idea; I'm sure there's a few who'd like to help with keeping that up."

"I don't think it was that. I think they just refused to pay for anything else. That building looks ancient, and its in an older area; but one of our uncles is a builder; or was, then; and he helped design it. It's maybe... 30 years old. It looks like it's pushing a century of neglect anyway, 'cause they won't take care of it. Not a problem now, at least."

He poked at another spot on the map, "I saw the few attempts at planting a garden they made; it wasn't pretty. I'll need to bring up some good minerals for the dirt. I'd say right about... here, for the center of the building. It's the thickest spot of bedrock in the lot, and if I run pillars down through the aquifer and into the secondary bedrock layer at... 200 meters, it'll be protected from both cave collapse and earthquakes. Make the basement level large enough to act as storage, living area, and an extra shelter during storms. Connections to the evacuation tunnels here, here, and here... and I'd say we either make the basement walls out of bedrock itself, or compressed obsidian quartz. Something stupid levels of strong."

Marquetta nodded again: these ideas definitely would work. The orphanage would be better, bigger, and far more safer than most buidling's around it. Considering it held some of the villages youth? It only made sense for it to be so well redesigned. "Good idea, we can ----" Three knocks on the door caused her to pause. To the average individual perhaps nothing special, but the pattern was distinct: a member of ANBU was on the other side of that door.

Marquetta frowned: she knew they wouldn't bother her during her time off if it wasn't important. So, as she crossed the threshold to the door she began to guess at what kind of fuckery might have sprung up in just the hour or so she had been out of the office. She opened the door, her body temperature already spiking up in her irritation. "Talk. What's going on, now." Marquetta would say, not bothering to beat around the bush.

"We received report that thirty two minutes ago Osamu has crossed into our borders." Then to the ANBU's credit he backed up just in time for Marquetta to sprout flames from her clenched fists that quickly spread up her arms.

"Son of a bitch... I was afraid of that. Keep up the patrol: we don't know what the man looks like without that mask and robe, so keep an eye out for anyone who even remotely looks suspicious. Given what Kouten has said he'll be at least sixty years old, but exceptionally fit for his age... That's about all we've got to go on I'm afraid."

The ANBU would depart and Marquetta would close the door, albeit a bit hard. Her hands flexed in and out of closed fists, and it was clear she was suppressing the urge to punch something.

Well fuck, there went the fun times. Joooooy. "So, time to go fuck some faces?" He normally wouldn't care about anything going on, but her being that upset instantly had him ready to start some shit. He really didn't know what was going on, but he was also extremely well known for tuning out shit, and not reading memos, so someone had likely informed him about why that name was a bad thing, but he hadn't paid attention. Weeeeee.~

It took Marquetta a moment to compose herself enough to actually response to Houjin's question. Eventually she sighed and reached up with her right hand, pinching at the bridge of her nose as if she felt a headache coming on: which she did. She had been afraid that this was going to happen sooner or later, it just so happened she was hoping for later.

"Osamu is a vicious bastard. He's been around for quite some time; likes to snatch up little girls. He.... snatched up Kouten Nara about three years ago. Some mob boss had targeted her family. From my understanding her and her twin were separated: Osamu got Kouten in exchange for some services he provided the mob boss. Anyway, for two years he made that little girl's life hell.
